Are these lockable?

Not without modification you would need 2 lock kits and 2 locks. The lid opens on both sides.

Do both latches need to be opened or will it hinge from one end?

Yes, both latches need to be opened. Will not hinge from one end if only one is released. My cans were really nice with perfect gaskets.
