Are these authentic issue made by Winston Salem or by tech mfg?

Authentic issue. The government had awarded contracts to many different companies to make this item, as with many other items, so manufacturer may vary but it is absolutely Genuine U.S. Military Surplus.

is this liner made by winston salem industries?

Yes it is

what the heck happened to the price? It was 40$ last week and I thought okay, when I get paid Ill come back and buy it. Low and behold im here and it costs an arm and a leg. I guess Ill have to take my business elsewhere

Woodland Pattern was discontinued 2 decades ago and is rare. I would assume the price reflects that.
