What waist size is extra large in this jacket?

They run big and Coleman’s would not return my email for an exchange.

Is this parka made with GoreTex or similar breathable membrane?

No not gortex . No not water proof. It’s water resistant

Would this be a good hiking jacket?

As is, this jacket would not be optimal for strenuous hiking, climbing, cross country skiing, and/or backpacking. The jacket could be modified with the addition of armpit zippers (“pit zips”), with flaps inside and out to permit adequate ventilation for intense activities. Such activities typically involve periods of maximal activity, then brief periods of cool down and rest. Rain shells (“technical gear”) for such use, even with partially vapor permeable barrier fabrics such as GoreTex, require designs which incorporate the ability to ventilate the shell when active to get rid of moisture from exertion so it doesn’t accumulate in the insulation, and to seal up when resting and cooling down to maintain body temperature. The Dutch Military All Weather Jacket is better suited to lower intensity activities in variable temperature windy, damp weather, changing from chilly in the morning to cool in the midday, when supplemented with a layer or two of protection/insulation such as a rain hat, sweater and vest. The jacket has one feature which users need to remind themselves of, a slot in the interior layer which is a pass thru rather than a pocket, and which can result in accidental loss of objects if not paid attention to. All in all, the Dutch jacket is a high quality item, roomy, well made, with waterproof outer pockets which is excellent for certain specific conditions, but not specific extremely strenuous activities in conditions where accumulation of moisture could be a life threatening issue. It would be great at a stadium, at the zoo, on the road, or on a casual walk in the park on a drizzly, damp day. MC…….

What color is it?

I think it was (TAN )

Does it have a hood?

No hood but for me that’s a good thing. Hoods are usually stored in the collar making it uncomfortable, or they are detachable and never around when you need them.
