Rated for how cold of temperatures

I'm not sure how low they're rated, but I wore mine much of last winter in Colorado, including quite a bit of skiing above 9,000ft with temps at or below zero deg F and they consistently kept my hands warm. I usually just wore some thin liners with them so I could open the flap and use my fingers when necessary without exposing my bare skin. Well worth the price, in my opinion, for their quality and versatility.

Do the mittens come with the insert's?

No, the mittens do not come with inserts. Make certain if you buy inserts that the inserts have a trigger finger.
